Meet Rotarian Patrick Garcia - a familiar face in Allen Sunrise Rotary and District 5810! He's worn many hats in the club and the district, and currently, he's our awesome club Membership lead.

But here's the really exciting part - Patrick is on a mission for a better life, leading to a longer, stronger, and healthier future. It's like something straight out of "Limitless with Chris Hemsworth" on National Geographic! You know, Chris Hemsworth, the Australian actor who rocked the role of Thor in those epic Marvel movies.

So, get ready to hear about Patrick's incredible journey, and let's see if we can pick up some inspiration for our own lives. This is gonna be epic! See you there!

We're thrilled to announce that Thomas has taken on the significant responsibility of leading our flag program! He's stepping into the shoes of Bruce Heller, who did an incredible job leading the program for several years. As you all are aware, the flag program is the largest fundraising activity for our club, and it plays a crucial role in supporting our various initiatives and projects.

Behind the scenes, there's a ton of effort and attention to detail that goes into making the flag program a success. From planning and logistics to coordination and execution, it's a team effort that requires dedication and enthusiasm. Thomas, being at the helm now, will provide us with all the details and insights into how this program can be even more successful moving forward.

Dr. Robin Bullock has led Allen ISD as Superintendent of Schools since January 2020. She originally joined Allen ISD in 2013 and served as the assistant superintendent for Human Resources, the assistant superintendent for School Leadership and Student Support, and as deputy superintendent.

Before joining Allen ISD, Dr. Bullock served as the deputy superintendent for Midlothian ISD as well as the interim superintendent. She also held positions as an assistant middle school principal, elementary school principal, middle school principal, and director of personnel for Midlothian ISD.

She began her education career as a seventh-grade language arts teacher and coach in Red Oak ISD in 1995. She also taught language arts and coached in Eufaula, Alabama, and Duncanville ISD before joining the Midlothian ISD staff in 2000.

Dr. Bullock earned her doctoral degree in educational leadership at Dallas Baptist University. She received her MA degree from Troy State University in Alabama and her BA from Northwestern State University in Louisiana. She received her principal and superintendent certifications from the University of Texas at Arlington. She is a graduate of the Superintendent Academy hosted by the Thompson Executive Leadership Institute, and a member of AASA, The School Superintendents Association. In 2022, Dr. Bullock and the Board of Trustees earned the "School Board of the Year" award in the H-E-B Excellence in Education awards program.

Dr. Bullock has two children, Emily, a senior at the University of Arkansas, and Evan, a freshman at Louisiana Tech University. She is a graduate of the Allen-Fairview Chamber of Commerce Leadership Class and is a current member and board officer of the Allen Noon Rotary Club.

Global grants serve to back substantial international initiatives that yield sustainable and measurable results within Rotary's key areas of emphasis. Through collaborative efforts aimed at addressing tangible community needs, both clubs and districts fortify their global alliances.

CC has successfully executed a global grant project, and we have the opportunity to acquire guidance on creating our own endeavor that can leave a lasting legacy for future generations.

Tommy is an Assistant Director with the U.S. Government Accountability Office (GAO)’s Defense Capabilities and Management team.  In this capacity, he oversees multiple GAO teams that conduct non-partisan, fact-based, and objective assessments of national security matters.

He currently focuses on Strategic Warfare and Intelligence topics – including military cyberspace operations, cybersecurity, information operations/warfare, intelligence and intelligence-related activities, and NORAD’s operations to protect the United States. Tommy has also overseen bodies of work assessing DOD sensitive activities, insider threats, DOD’s response to national disasters within the United States, and the protection of U.S. forces stationed overseas.  

Since joining GAO, Tommy has briefed members of Congress, meets regularly with Congressional staffers, and has met with leaders from DOD, the State Department, and representatives from foreign governments across the world including in Afghanistan. As a result of his teams’ assessments, Congress has written numerous provisions into law and DOD and other agencies have taken action to improve management and operational matters. 

At the local level, Tommy serves as or has served as a Cub Scout leader; ASA coach; and members of the Allen Community Emergency Response Team (CERT), the Allen CARES COVID team, the Allen Community Development Corporation, and the Allen Downtown Steering Committee. In May 2023, the Allen residents elected Tommy to the Allen City Council.

Tommy graduated from Texas A&M University and lives in Allen, Texas, with his wife and 7 children.

Assistant City Manager Rebecca Vice

Rebecca joined the City Manager’s Office in 2013 and later served as Organizational Development and Employee Engagement Administrator. Rebecca holds a Bachelor of Political Science from University of North Texas and a Master of Public Administration from University of Texas – Arlington.

Kathy Allred's Rotary journey is impressive, spanning multiple clubs and holding various leadership roles, including Past President, past Assistant DG twice, past Lt. Governor, District past Membership Chair, and District Promoter for RI Conventions in 2021 and 2024. Kathy is currently a member of The Park Cities Rotary Club in Dallas. Her extensive Rotary experience includes attending 16 Rotary International Conventions, and she is here to share her valuable insights from these conventions.

State Representative Jeff Leach proudly serves the citizens of House District 67 in the heart of Collin County. Now serving in his fifth term, Representative Leach has consistently proven himself to be a committed conservative and effective leader in the Texas Capitol and has worked tirelessly to ensure that Texas remains strong for future generations.

Bill Dendy LOVES Rotary. He joined The Rotary Club of Dallas in 2000, and served three years on the board chairing a different Avenue of Service each year- providing the weekly Rotergram newsletter, chairing Camp Enterprise, and helping establish the club’s first Interact Club. In 2008 Bill served as District Treasurer and established the District’s evening Rotary club which grew to over 40 members and became the district’s e-club.

As District Governor in 2016-17, Bill’s district led the Rotary zone in Membership Growth;  and was recognized as a top district for Public Image in the paired zones.  Furthermore, Rotary Foundation giving grew with overall Foundation contributions increasing by over a million dollars. Bill attributes these successes to sharing Rotary and to that end has helped clubs create over 200 professional videos to share Rotary with Rotarians and the world.
